Simulating an Incident and Intervention

Based on the cluster analysis, a representative incident was simulated: an incident on the freeway during the afternoon peak period in which one lane is blocked for 30 minutes. To address the incident, an intervention was simulated consisting of signal synchronization, downstream ramp meter adjustment to allow traffic to re-enter the freeway downstream of the incident, and a hypothetical change in traveler routing.

The following figure illustrates the type of situation that was simulated, where travelers exit the freeway and seek alternate routes around the incident. In this illustration, travelers are also assisted by changeable message signs (CMS) on the freeway and trailblazer signs on the arterials.
