Ongoing collaboration among people and organizations is what makes an ICM system possible. At various points in developing the system, that collaboration is formally recognized in written agreements that express the participants' interest, support, and commitment to the project.

In June 2015, the Project Charter was signed by all stakeholders for the I-210 Pilot. The purpose of the Project Charter is to establish a mutual understanding of the Connected Corridors I-210 Pilot and define the roles and responsibilities of key stakeholders for planning and implementing the initial phase of the project.

In November 2018, a more formal Memorandum of Understanding (MOU) was signed by the seven stakeholders receiving equipment as a part of the Call for Projects funding.
